The conditions to the creation complex touristic facilities, withdrawal of ageing hotels and location of areas for integrated touristic development are defined by the new Law 4002 / 2011.
By the new Law the efforts of the political leadership of the Ministry of Culture and Tourism to attract tourism investments are accelerated, since prohibition of such complex touristic facilities was for many potential investors inhibitory factor.
The provisions of the new Law clarify the maximum percentage of the parts of complex touristic facilities that can be passed or leased and the regulatory frame concerning the rights and obligations of the co-owners and the operation of the whole complex.
Also, it is clarified, in particular for the complex touristic facilities, the urban planning status applying and at the same time it is clarified that the building factor is single for the whole complex touristic facility and quite smaller (0,15) than the one which applies today for the tourist accommodations out of the city plan (0,20).
The dependence on the fluctuating economic situation is been reduced, since the investment in a particular touristic accommodation is carried out once (in times of available income) whilst the attitude to amortize it encourages the frequent use of the property, even in times of diminishing income. Aim of the suggested regulations is to ensure significant and repeating foreign investment inflows but also the enhancement of domestic production activities.
The complex touristic facilities make even more difficult the illegal construction because of the greatest potential of control and they give the chance for the promotion of our cultural heritage. A
The Law foresees the imposition of an environmental fee applying to all existing, in or out of the city plan, old abandoned touristic lodging. The fees collected in this way will be utilize by the “Green Fund” to rehabilitate and protect environmentally, cultural and touristic precious locations.
The declaration of areas for integrated touristic development will take place by residential decree, after detailed and careful consideration of all relevant parameters, as foreseeing by the legislation.
Considering the licensing procedure of the touristic investments it is accelerated and simplified.

  • The establishment of a “one—stop-shop service for the implementation of investments within the National Tourism Organization of Greece.
  • The establishment of an autonomous urban planning office within the National Tourism Organization of Greece, which will be responsible for the issuing and revision of building licenses for big or complex touristic investments
  • Setting up a Coordination Team for touristic investments consisting of members from the Ministries of Environment, energy and Climate Change and Culture and Tourism.
